Question: Why do some technological abilities grant bonuses to Attack?

Technological abilities are treated as physical attacks for the purpose of combining with other abilities. As a result, technological weapons use Attack to determine their hitting power.

Question: How can technological abilities be combined with other abilities?

Treat all technological abilities as physical attacks for the purpose of combining with other abilities in the same turn. Unless otherwise stated in the ability itself, technological abilities have no subcategory, such as Weapon-Based or Unarmed Attack.

Question: Can I talk Martial Artist with Handgun or Longarm if they're physical attacks?

No. Martial Artist requires a weapon-based physical attack, which does not apply to Handgun or Longarm. However, the Double Barrel ability can get you an extra attack, as can Animate Shadow, the Shadow Mage ability path, and as always, Contingency.
